Program Submitted to Legislature
Transportation Commissioner John J. Haley, Jr. today submitted to the State Legislature a $700 million state-funded Fiscal Year 1999 Capital Program.
"Although new federal transportation legislation is not yet a reality," Commissioner Haley said, "there is one thing that remains certain: New Jersey is committed to a world-class transportation system."
The spending plan officially transmitted today to the Legislature for approval and inclusion in the state budget for the new fiscal year beginning July 1, 1998. As part of this ongoing budget process, NJ TRANSIT’s Board of Directors approved a record $1 billion capital spending plan for Fiscal Year 1999.
"As a corridor state, New Jersey is the linchpin for the region’s -- and therefore, the nation’s -- growth and economic well-being," Commissioner Haley said. This capital program provides needed traffic improvements and promotes economic development. And in line with the Governor’s emphasis on the environment, this program commits funding to bike paths and pedestrian walkways."
"Through New Jersey’s Transportation Trust Fund, which is primarily funded through our state gas tax, we are providing $700 million of state funds to ensure strategic investments in New Jersey’s transportation system. Combined with anticipated federal funding, this year’s Trust Fund investment will keep New Jersey moving efficiently and safely."
Highlights include:
- $15 million for the construction of new bike paths.
- Replacement of Route 4 and 17 interchange.
- Funding for the Local Aid for Centers of Place program, which supports community efforts to plan and develop in accordance with the State Development and Redevelopment Plan. ($750,000 to $1.25 million).
- The Route 33 Bypass.
- Dualization of Route 70 in Central Jersey.
- Route 21 missing link in Passaic County.
- I-80 HOV safety improvements.
- Increased funding for NJ TRANSIT.
- Rehabilitation of the Route 9 Edison Bridge.
- Route 47 and 55 Interchange.
- Route 206 Bypass.
- Route 130 drainage improvements in Camden County.
