Governor Christie Whitman today
conditionally vetoed the following legislation
A-2332, sponsored by Assembly Members DeCroce (R-Essex/Morris/Passaic) and Felice (R-Bergen/Passaic) and Senators Sacco (D-Bergen/Hudson) and Turner (D-Mercer), authorizes purchase by the Department of Transportation (DOT) of development rights associated with certain public use airports and appropriates $5 million. Referring to the concerns of municipal officials, Gov. Whitman conditionally vetoed the bill to ensure that municipalities retain their existing zoning authority in these matters and are given an opportunity for reasonable participation in the process. In addition, the Governor's conditional veto reduced the appropriation to $2.5 million and said that this amount is sufficient to address the immediate needs of the DOT, with future funding considered as part of the budget process.
