Draft Environmental Assessment released
for Route 1 Traffic Signal Project in West Windsor
The New Jersey Department of Transportation (NJDOT) today posted on its website the Draft Environmental Assessment (EA) for the Route 1 Traffic Signal Project in West Windsor Township. Attached is a summary of the EA process. Copies of the EA will be provided to libraries and municipal offices shortly.

for the Route 1 Traffic Signal Elimination Project
A Draft Environmental Assessment (EA) will be circulated for agency and public review.
A Public Hearing will be held a minimum of 30 days after circulation of the EA in order to solicit input from the public.
Following the Public Hearing, the comment period will remain open for an additional 15 days.
Once the public comment period is closed, NJDOT will begin to assemble and address all of the public and agency comments on the project.
Concurrent with addressing the public and agency comments, NJDOT will perform the Section 106 consultation process, which governs historic properties. This process will involve the Federal Highway Administration, the NJ Historic Preservation Office and other interested parties, with the goal of developing a Memorandum of Agreement (MOA) on the measures that will be taken to mitigate the impacts of the project related to historic properties.
Following the development and execution of the MOA, and after addressing the public and agency comments, NJDOT will forward a package to the FHWA that summarizes the results of the public involvement process and the Section 106 process.
The FHWA will review this information and assess the overall project impacts.
If it is determined by the FHWA that there are no significant impacts, then a Finding of No Significant Impact (FONSI) will be prepared. The FONSI will include: a summary of the EA and public hearing procedures; a copy of comments received; the public hearing transcript; and responses to all substantive comments received.
If it is determined by the FHWA that the project is likely to have a significant impact, then a preparation of an Environmental Impact Statement (EIS) will be required.
The project cannot move forward into the final design process until either a FONSI has been issued or an EIS prepared.
