Conditionally Vetoes Bill A-3241/S-2146
A-3241/S-2146, sponsored by Assemblymen Joseph Malone (R-Burlington/ Monmouth/Ocean) and Alex DeCroce (R-Essex/Morris/Passaic) and Senator Jack Sinagra (Burlington/Monmouth/ Ocean), modifies the state's graduated driver licensing law. This bill also enhances the responsibilities of the state's private driving schools and their instructors and increases standards for operation of those driving schools.
Acting Governor Donald T. DiFrancesco conditionally vetoed the bill to provide for both the increased safety of New Jersey drivers and the continued viability of currently licensed driving schools. Specifically, the conditional veto provides a period of one year after the effective date during which driving schools applying for renewal licenses will not be required to demonstrate completion of the three-credit course in driving instruction set forth in the bill. This will provide sufficient time for operators of existing driving schools to enroll in and complete the course. Only those courses offered by colleges and universities licensed by the NJ Commission on Higher Education will satisfy this course requirement. The recommendations also provide increased oversight and regulation by the Division of Motor Vehicles of private driving schools which are approved to administer the State-written and eye examinations, as well as the remedial training course. Finally, the conditional veto clearly states that the penalties currently applicable to the operation of private driving schools shall also apply to violations arising from improper administration of these newly authorized functions.
