Highway Occupancy Permit revisions proposed
The New Jersey Department of Transportation is proposing a restructuring of highway occupancy permits, as set by administrative rule at N.J.A.C. 16:41-7.1. The Department seeks changes in highway occupancy “application,” “permit,” and “extension” fees to more realistically reflect the processing costs incurred by the state.
Though permit fees have been periodically modified, this proposed amendment represents the first comprehensive restructuring since 1976. In 2001, the DOT conducted an analysis of data collected by its permit offices that included the number and type of highway occupancy applications received and the administrative costs associated with processing them. The schedule set forth in the proposed amendment reflects the results of that analysis.
The proposal will appear in the April 7, 2003 issue of the New Jersey Register. The public has until June 6, 2003 to comment on the proposal. Persons wishing to comment on the proposal must provide their comments in writing to Patricia K. Comments must be postmarked or sent by fax on or before June 6, 2003, which is the close of the 60-day public comment period.
