NJDOT proposing to readopt rules on truck access

(Trenton) The New Jersey Department of Transportation is proposing to readopt without amendments N.J.A.C. 16:32, the rules governing the Department’s regulations on Truck Access. The Department also proposes to repeal Appendices A – C of N.J.A.C. 16:32 and replace them with new appendices A-C.

This rule outlines the standards and procedures applicable to the operation of trucks with widths in excess of 96 inches, but not more than 102 inches, and double trailer truck operations within the State of New Jersey in regard to permitted and prohibited routes, access to terminals and other facilities, and appeal procedures.

The new appendices are proposed for clarity of presentation and for ease of use by those drivers affected by the rules. These appendices have been rewritten to provide plain language descriptions, without milepost references where possible. The Department’s database of New Jersey network of highways is updated regularly to reflect minor changes in the roadway network. These changes can occur due to the construction of new roadways or roadway links, as well as newly-constructed highway improvements which change roadway geometry. The network database is also updated to include the re-assignment of mileposts, route designations, and assignments of mileposts and routes on concurrent roadways. Since these changes occur frequently, the Department is proposing to remove all references to mileposts (unless they are used to identify a specific location along the roadway) and incorporate more concise descriptions of the roadways. The overall difference in mileage within these appendices is a decrease of 0.91 miles of ineligible routes, which equate to less than a 1% change.

The proposed rule appears in the January 3, 2005 issue of the New Jersey Register. The public has until March 4, 2005 to comment on the proposal. Comments submitted to the Department on the proposed rulemaking are public records and are available for public inspection by prior appointment during normal Department business hours.
