NJDOT Holland Tunnel Approaches rehabilitation project progresses
New traffic patterns scheduled for westbound Route 139
(Trenton) - Commissioner Kris Kolluri today announced that the New Jersey Department of Transportation (NJDOT) on October 26 will begin a new stage of construction on the Route 139 Approaches to the Holland Tunnel Project. The Route 139 Approach to the Holland Tunnel Project is a federally-funded, $225 million project that will rehabilitate and reconstruct the existing, structurally deficient 12th and 14th Street viaducts.
“The start of this new traffic stage demonstrates NJDOT commitment to safe, efficient construction practices,” said Commissioner Kolluri. “NJDOT will continue to employ measures that result in minimal impact to traffic conditions through the duration of this project.”
The upcoming construction stage will require a traffic shift in order facilitate construction work on the westbound lower roadway traffic lanes prior to the roadway split between Rt. 139 and the New Jersey Turnpike exit ramp. Crews will strip the roadway and construct a new concrete deck, repair structural steel and install steel beams beneath the viaducts to ensure structural integrity.
Travel lane access on the westbound 14th Street viaduct will be as follows:

The two left lanes will travel to the westbound lower (covered) roadway.

The far right lane will travel to the New Jersey Turnpike.

The second right lane will allow travel to both the New Jersey Turnpike exit ramp and local exit lanes for the westbound upper roadway.
NJDOT is working closely with NJ TRANSIT to mitigate traffic impacts by encouraging motorists to take advantage of park-and-ride options. The Hudson-Bergen Light Rail system provides frequent service from three major park-and-ride facilities-Liberty State Park (1,248 spaces), West Side Avenue (804 spaces) and Tonnelle Avenue (740 spaces)-with convenient connections with trans-Hudson ferry services and PATH trains to Downtown and Midtown Manhattan.
