Mobility and Community Form

Overview

This web site has been archived and is no longer being updated.

The New Jersey Department of Transportation (NJDOT) has initiated a new Mobility and Community Form (MCF) program to help communities plan future transportation and land use. MCF planning looks to create better connections between the local system and the design of community facilities, buildings and open space. Benefits include economic vitality, pedestrian and bicycle access and land use patterns that support public transit, improve quality of life and foster a sustainable environment.

Municipalities can prepare a Mobility and Community Form (MCF) Element to combine the circulation and land use elements of their master plans. This can also be used for redevelopment concepts and for creating site plans. Using an MCF Element is the first step in creating an integrated development code to replace or improve traditional zoning.

NJDOT offers information on this new approach, the tools it uses, and resources to help interested communities get started.
