Techniques
The Situation |
Within the Route 1 Corridor, and particularly
along the facility itself, there exists several high accident locations, most notably at
or near signalized intersections, and in the area of the Routes 1 & 9 merge. Variable
roadway cross sections, lack of auxiliary lanes and/or shoulders, congestion at the
signalized intersections and numerous points of "mid-block interference"
(driveways) are some of the accident causes found in this corridor. Nationally, delays
resulting from accidents (termed incident delay) contribute to 60% of the total congestion
experienced. |

The Proposal |
Develop Incident Management Plans
(I.M. Plans) to effectively and efficiently divert traffic around major incidents.
Institute Emergency Service Patrols (ESP) as a first step
towards minimizing incident delay. |

Middlesex County (Incident Management Plans);
Along Route 1, approximately from the Raritan to the Rahway Rivers (ESPs) |

The Actions |
For I.M. Plans -- create a
partnership between the County and municipal Police Departments and the DOT Emergency
Services Unit to coordinate, develop and agree to a Plan. For ESPs --
One or two specially-equipped vans would cruise Route 1, effectively becoming the
"eyes and ears" of the police and other emergency response units. Upon reaching
the scene of an accident, able to establish an immediate presence (put down flares, use
directional arrows on top of vans to safely direct traffic around the accident scene,
etc.) and instantly call for the appropriate response. Pursue establishment of ESPs
through the NJDOTs Intelligent Transportation System (ITS)
