Overview

Design-Build Project Delivery Method

Design-build is a project delivery method in which a single entity, known as the design-builder, is responsible for both the design and construction phases of a project. This approach contrasts with the traditional design-bid-build method, where the design and construction are separate contracts and processes. One entity, one contract, one unified flow of work from design through completion.

The Department will use a two-phase selection process for awarding the contracts. The first phase will consist of the issuance of a Request for Qualifications/Solicitation seeking Statement of Qualifications (SOQ) from firms (proposers) interested in pursuing the project. The second phase will consist of the issuance of a Request for Proposals where the shortlisted firms (proposers) will submit both a Technical Proposal and Price Bid.

The Office of Alternative Project Delivery administers the Department's Design-Build Projects.


Design-Build Projects

Route 50, Bridge over Cedar Swamp Creek
Upper Township, Cape May County
Status: Letter of Intent issued on August 2, 2024

The existing Route 50 Bridge over Cedar Swamp Creek is recommended to be replaced with a new structure due to the inferior condition of the existing substructure. The bridge carries Route 50 northbound and southbound traffic over the tidally controlled Cedar Swamp Creek and is located at MP 2.88. This bridge is a part of a coastal evacuation route. The bridge, which is located in a rural area, is a simply supported, 4-span structure. The superstructure is comprised of prestressed concrete adjacent box beams with a Cast-In-Place composite concrete deck. Route 50 within the project limits is an undivided two-lane urban minor arterial with one 12' +/- lane and 8' shoulder in each direction. Within the project limits the posted speed limit is 50 MPH. Adjacent to the bridge is an active railroad bridge, owned by NJ Transit. Conrail and Cape May Seashore Lines utilize the track.

Legislative Authority

On April 30, 2021, Governor Murphy signed the Design-Build Construction Services Procurement Act (P.L. 2021, c. 71) into law. The final Design-Build rules (N.J.A.C. 16:44B) published in the September 3, 2024 issue of New Jersey Register at 56 N.J.R. 1809.
