Overview

The New Jersey Department of Transportation (NJDOT) is responsible for freight planning activities encompassing all modes of freight distribution: highway, rail, water and aviation. This includes the gathering of data on all modes, especially trucks, to inform the Department on the best use of resources for the maintenance of the state’s infrastructure.

The Department manages and oversees numerous freight planning studies and research projects, such as the 2017 New Jersey Statewide Freight Plan, released and approved by FHWA under the current guidelines of the Fixing America's Surface Transportation Act (FAST) of 2016.

Other ongoing efforts include research studies such as Impact of Freight on Highway Infrastructure in New Jersey.

The Department was a pioneer in Freight Planning when it created the first 2007 Comprehensive Statewide Freight Plan, and later the Freight Rail Strategic Plan (pdf 23.5m).

NJDOT is responsible for issuance of route specific oversize/overweight truck permits using Superload, an online web-based routing system. NJDOT is also responsible for regulatory and enforcement matters related to the trucking industry and serves as the lead agency for the Motor Carrier Safety Assistance Program (MCSAP) sponsored by the Federal Motor Carrier Safety Administration (FMCSA).

The Department also collaborates with other transportation agencies on studies, projects and other public and private initiatives, such as the State Rail Plan with NJ TRANSIT.
