Stages

The project schedule contains six stages. Construction will entail temporary closures and detours. The six stages of construction are complete with final completion of the project anticipated in March 2010.

Stage 1 - January 2009 to mid-July 2009 (completed)
For approximately eight months, the New Jersey Department of Transportation (NJDOT) will close Flanders Avenue/South Eleventh Street from the Route 30/Federal Street interchange, to Newton Avenue, Memorial Avenue, and a portion of Mount Ephraim Avenue north of Eleventh Street. This allows for 24-hour construction and protects motorists and workers. Detours will be provided to enable motorists to access Campbell Soup Company headquarters, Cooper River Hospital, and waterfront attractions. Newton Avenue (between Tenth and Eleventh Streets) and Tenth Street (between Newton and Mount Ephraim Avenues) will be re-striped for two-way traffic.
 
Stage 2 - January 2009 to early-July 2009 (completed)

NJDOT will pave and build an island in the vicinity of the I-676 off-ramp exit and Martin Luther King Boulevard/South Eleventh Street. This work will be completed in multiple phases with lane closures and traffic shifts.

  • Phase 1 - NJDOT will temporarily flatten and pave the island at the intersection of the South Eleventh Street Connector and Wright Avenue.
  • Phase 2 - Traffic will be rerouted onto the newly paved island area at the intersection of the South Eleventh Street Connector and Wright Avenue to allow for the construction of:
    • Ramp A-1 (left movements from the I-676 off-ramp exit to South Eleventh Street),
    • the realignment of the South Eleventh Street Connector to Federal Street,
    • the island between the South Eleventh Street Connector and Ramp A-1,
    • the pavement and island between Ramp F, Martin Luther King Boulevard and
    • Martin Luther King Boulevard eastbound.
  • Phase 3 - Traffic will be rerouted and a detour will be implemented for Wright Avenue northbound to Federal Street to the newly constructed South Eleventh Street Connector. During this phase, NJDOT will build the intersection of the South Eleventh Street Connector and Wright Avenue.
 
Stage 3 - January 2009 to February 2009 (completed)
The new Line Street Connector road, which will connect Line Street and Pine Street, will be constructed in the existing parking lot owned by the Campbell Soup Company.
 
Stage 4 - July 2009 to October 2009 (completed)

The following streets will be reconstructed using alternating traffic patterns or single lane closures overnight, on weekends and off-peak.

  • South Eleventh Street/Martin Luther King Boulevard
  • South Tenth Street
  • Newton Avenue between South Eleventh Street and South Tenth Street
  • Service road (Federal Avenue to Route 30 eastbound)
  • Ramp F
  • Ramp A

The following streets will be reconstructed using road closures/one-block detours as required:

  • Line Street
  • Mount Ephraim Avenue (south of South Tenth Street)
  • Newton Avenue (south of South Tenth Street)
  • Wright Avenue
  • Mount Ephraim Avenue (north of South Eleventh Street)
  • Newton Avenue (north of South Eleventh Street)
 
Stage 5 - May 2009 to September 2009 (completed)
NJDOT will replace curb ramps and striping at various intersections throughout the Parkside neighborhood. Work will be performed overnight, on weekends and off-peak and will require shoulder closures.
 
Stage 6 - September 2009 to December 2009 (completed)
NJDOT will replace pavement, striping, signage and landscaping. The work will be performed overnight, on weekends and off-peak and will require minor lane closures and/or alternating traffic patterns.
