In July 2010, the New Jersey Department of Transportation (NJDOT) awarded a $148 million construction project to replace the Route 3 moveable bridge over the Passaic River, with a fixed bridge, and construct full shoulders, acceleration and deceleration lanes, and noise barriers between Main Avenue in Clifton, Passaic County and the Route 17 Interchange in Lyndhurst and Rutherford, Bergen County. The work will be done in stages in order to minimize construction impacts on the community and expedite construction. Under prior contracts, the Park Avenue Overpass in Rutherford has been replaced, and the Passaic Valley Sewerage Commissioners' existing nine foot high sewer, which passes under Route 3 in Clifton, has been rehabilitated. Design As a result of budgetary constraints, NJDOT "smart sized" the project, which involved significant revisions to the project's scope, schedule, construction costs and project configuration. The goal of the smart solution approach was to reduce costs while fulfilling the project needs. The project was broken into one main project with other components:
