The construction on this project has been completed.

The project design proposes
four main construction
stages that require sub
stages. Ramps will be closed
and detoured at specific
locations as needed. All
dates are approximate and
subject to change.

1A road work:

Kingsland Avenue cul-de-sac;
- Reconstruct
Route 3 median in Clifton
and Rutherford and shift
mainline traffic.

3 Bridge over the Passaic River;
- Begin construction of the Route

- Construct Route 3 eastbound widening
from Main Avenue in Clifton to Route
17 in Rutherford;
- Begin construction on the Route
3 ramps at Route 21 and Polito Avenue;
- Construct sanitary sewer in Marginal
Road from Riverside Avenue to Wilson
Avenue;
- Reconstruct roadway along Rutherford
Avenue between Park Avenue
and Ridge Road and resurface pavement;
- Modify existing traffic signals
at the intersections of Rutherford
Avenue with Park Avenue, Ridge Road
and Orient Way;
- Construct waterfront access mitigation
work at Dundee Canal in Clifton.

- Continue construction of the Route
3 Bridge over the Passaic River;
- Continue construction of the Route
3 Bridge over NJ TRANSIT;
- Begin construction of retaining
walls along Route 3 eastbound between
Main Avenue and Route 21;
- Continue construction of retaining
walls along Route 3 eastbound between
Park Avenue and Orient Way;
- Construct noise wall along Thomas
E. Dunn Memorial Highway;
- Construct noise walls along Rutherford
Avenue;
- Rutherford Avenue
westbound will permanently close
and access to Riverside Drive
will be from Park Avenue. This
closure will occur on or about
January 24, 2012.
- Construct noise walls along the
Route 3 eastbound exit ramp to Route
21 southbound.

- Continue construction in the vicinity
of the Route 21 interchange in Clifton
with the associated traffic shifts;
- Continue construction of the Route
3 eastbound widening from Main Avenue
in Clifton to Route 17 in Rutherford;
- Continue construction of the Route
3 eastbound exit ramp to Rutherford
Avenue in the vicinity of Park Avenue;
- Construct new traffic signals at
the intersections of Marginal Road
and Park Avenue, and at Marginal
Road and Ridge Road;
- Modify existing traffic signals
at the intersection of Barrows Avenue
and Orient Way.

- Complete construction of the Route
3 eastbound exit ramp to Rutherford
Avenue in the vicinity of Park Avenue.

- Shift Route 3 mainline traffic
to new configuration;
- Construct Route 3 westbound widening
from Main Avenue in Clifton to Route
17 in Rutherford;
- Construct widening of Marginal
Road from Park Avenue to Wilson Avenue;
- Construct cul-de-sac at Preble
Place and convert Stuyvesant Avenue
to a one-way street.

of the Route 3 Bridge over the Passaic

Road;
- Begin construction of retaining
walls along Route 3 westbound between
Park Avenue and Orient Way in Rutherford;
- Begin construction of the retaining
walls along Route 3 westbound between
Main Avenue and Route 21 in Clifton;
- Construct noise walls along Marginal
Road;
- Construct noise walls along the
entrance ramp from Route 21 to Route
3 westbound.

Spring 2012 to Spring 2013 - Completed |
- Complete Route 3 westbound widening
work in the vicinity of the Route
21 interchange;
- Construct a portion of the new
ramps to Route 3 between Riverside
Avenue and Park Avenue;
- Complete the Route 3 westbound
ramp construction for the entrance
and exit to Route 21, the exit to
Ridge Road and the entrance from
Route 17.

2C road work:
Fall
2012 to Fall 2013 - Completed |
- Complete the ramp interchange with
Route 3 westbound between Riverside
Avenue and Park Avenue.
- Detour required
for the Route 3 westbound entrance
traffic at Riverside Avenue
to use the entrance ramp along
Marginal Road at Lincoln Avenue
during July/August 2013.
- The existing Route 3 westbound
exit ramp to Riverside Avenue will
be closed permanently during Stage
2C, with future traffic exiting at
Ridge Road.

3 road work:
Spring
2013 to Summer 2014 - Completed |
- Shift Route 3 mainline traffic
to new configuration;
- Construct the entire middle section
of the Route 3 mainline roadway;
- Construct the Route 21 southbound
acceleration lane from the Route
3 westbound exit ramp.

3 bridge work:
Summer
2013 to Summer 2014 - Completed |
- Complete construction of the Route
3 Bridge over the Passaic River;
- Complete construction of the Route
3 Bridge over NJ TRANSIT;
- Complete construction of the
Route 3 Bridge the Route 21 ramps;
- Complete the construction of the
Route 3 Bridge over River Road.

2014 - Completed |
- Construct final pavement surface
course and striping for all roadways.
