The New Jersey Department of Transportation (NJDOT) oversees the Construction Engineering Monitoring and Control process as part of Cost Management. Cost Management also includes Cost Estimating, Cost Budgeting, and Cost Monitoring and Control processes throughout each phase of the Capital Project Delivery System.

The Construction Engineering Monitoring and Control process helps Project Managers (PM) to monitor Construction Engineering (CE) expenses for both state and federally funded construction projects. When CE expenses for a particular project exceed the amount set for federally funded construction projects, the project is in suspense. As per 23CFR1.9(a) Federal funds shall not be paid on account of any cost incurred prior to authorization. If additional CE funding is needed to complete the construction project, the Federal Highway Administration (FHWA) requires that NJDOT provide additional justification and a comprehensive estimate.

Functions

The proposed CE guidance consists of two main functions: monitoring CE expenditures versus CE obligation, and requesting additional CE funding.

The PM is responsible for the monitoring function. PM’s commonly use the NJDOT Financial Management Information System (FMIS), Business Objects, and the Project Reporting System (PRS) Budget Alert Data Spreadsheet to complete this task.

The PM is also responsible for requesting additional funding, which entails submitting a comprehensive estimate with supporting justification to Capital Investment Planning & Development. If the CE is federally funded, Capital Investment Planning & Development will request approval from the FHWA. Process Goal

The goal of the Construction Engineering Monitoring and Control process is to ensure that project CE funding is properly managed and monitored, and to prevent the suspension of projects.
