Planning Resources

Besides promoting safety information and mobility opportunities for pedestrians, the New Jersey Department of Tranportation (NJDOT) is responsible for the plan and design of pedestrian facilities on New Jersey highways.

NJDOT offers engineering guidelines, a Master Plan for roadways that are compatible with pedestrians and a resource center for statewide projects.

The 2016 update of the New Jersey Bicycle and Pedestrian Master Plan presents a vision, goals and strategies to achieve a transportation system in which walking and bicycling are routine, convenient and secure throughout the state. With a ten year horizon, the master plan takes a “big picture” perspective and is intended to be a living document that will require ongoing coordination among NJDOT, other state agencies, Metropolitan Planning Organizations (MPOs), counties, municipalities, nonprofits, consultants, developers, advocates and the general public.

NJDOT has completed a Pedestrian Safety Action Plan. The Plan's mission is to reduce the incidence of pedestrian fatalities and serious injuries in New Jersey by 20% in five years. Approximately 140 pedestrians are killed each year and another 270 are severely injured in crashes with motor vehicles. The Pedestrian Safety Action Plan is organized around three goals which describe specific actions to improve pedestrian safety and takes a data driven approach and analysis of crashes and trends that include frequency, severity, location, demographics and behavioral factors. While the plan cannot eliminate the exposure of pedestrians to automobiles in such a densely populated and auto centric state, a strategic and coordinated effort can reshape both behavior and the physical environment with a positive outcome.

Bicycle and Pedestrian Resource Project

An information clearinghouse and technical resource center that identifies significant bicycle and pedestrian plans, policies and projects throughout New Jersey.

2004 New Jersey Bicycle and Pedestrian Master Plan (pdf 5.2m)

Phase Two of the Bicycle and Pedestrian Master Plan developed an inventory of existing bicycle facilities; provided a list of priority locations for bicycle and pedestrian improvements; and outlined opportunities for improving the bicycle or pedestrian compatibility of existing projects.
