Status
Update Meeting
In
January 2004,
this project moved into the next phase
of the New Jersey Department of Transportation
(NJDOT) "pipeline" process.
Through this process, potential capital
transportation improvements are analyzed
and are "fleshed
out" with more detailed information.
Public involvement plays an important
role throughout the process. The current
phase for the Route 3 at Passaic River
Crossing project is the Preliminary
Design Phase.
A number of
activities
have been undertaken
and will continue
during the
Preliminary
Design Phase.
These are described
below:
Outreach
- Interested
parties
have been
contacted
for their
comments
on the
history
and importance
of the
Route 3
Bridge
over the
Passaic
River.
Meetings
with the
State Historic
Preservation
Office
will be
held in
accordance
with the
Project
Memorandum
of Agreement.
- Discussions
with various
utility
companies
are being
held.
- A meeting
of the
Community
Liaison
Committee
is being
scheduled
for early
June 2004.
- A Public
Information
Center
will be
scheduled
for October
2004.
Ground
Studies
In
order to
determine
the types
of footings
that eventually
will be needed
for structures,
a subsurface
ground exploration
is necessary.
This work has
begun with
ground borings
within the
project limits.
Updating
Civil Engineering
Surveys
Existing
surveys of
field conditions
are being updated.
This includes
adding the
new AT&T
cell tower
within the
Route 21 interchange
onto the drawings
and verifying
the Passaic
River bottom
depths.
New Water
Quality/Storm
Water Management
Regulations
Procedures
are being developed
for implementing
new Water Quality
and Storm Water
Management
regulations
issued by the
New Jersey
Department
of Environmental
Protection.
Noise Barriers
New
concepts for
noise barriers
are being reviewed.
Other Design
Road geometry,
lighting, drainage,
structure,
and traffic
maintenance
designs are
progressing.
Focus Meeting
A
Focus Meeting for the Route
3 at Passaic River Crossing
Project was held in Rutherford
on November 8, 2001.
The Purpose of the Meeting was to address
the public's chief concerns, as determined
by a review of the comments and questionnaires
from the September, 2001 Public Information
Center. Information was presented on
the Project Web Site, Hot Line, proposed
Newsletter, and other Community Outreach
aspects of the Project.
The Meeting was divided into issue groups
for Local Traffic, Property Acquisitions
(the Kingsland Avenue neighborhood in
Clifton), Noise Mitigation, and how suggestions
presented by the Public during the Feasibility
Assessment Phase of the Project were
evaluated for incorporation in the Initially
Preferred Alternative for the Project.
Invitations were sent to attendees of
the September 19 Meeting and to additional
Rutherford residents who might be affected
by potential traffic mitigation measures
in the Preble Place/ Stuyvesant Avenue
area. Approximately 60 members of the
public attended the meeting, together
with Local Officials. At the end of the
presentation, attendees were given the
opportunity to ask questions on the environmental
presentation or other issues, and were
asked to fill out questionnaires, in
order to document their concerns. Partnering
Session
A Partnering Session for the Route
3 at Passaic River Crossing Project
was held on June 7-8, 2001 in Lyndhurst,
NJ.
Representatives of local municipalities,
Bergen and Passaic Counties, NJ TRANSIT,
U.S. Coast Guard, New Jersey Department
of Environmental Protection, local
agencies and commissions, utility companies
and cable companies, met with NJDOT,
the Federal Highway Administration,
and the Design Team.
The purpose of the meeting was to advise
everyone of the status and schedule
of the project, and to foster a sense
of cooperation in understanding and
meeting each others' goals and needs
for completion of a successful project.
